Bug Description
when installing emifreq, it makes a link in rc2.d to start emifreq:
S20emifreq-applet -> ../init.
but it no works because also powernowd start in position 20; so emifreq should start after that. S40 in example.

powernowd and emifreq essentially conflict
the reason it doesn't work is because powernowed happens to be where ubuntu loads the speedstep modules etc
