report-emacs-bug doesn't work unless you have emacs24-el installed

Bug Description
On Ubuntu 12.10
1. cleanly install emacs `apt-get install emacs24`
2. `M-x report-emacs-bug`
3. Expected: report-emacs-bug completes and leaves you in the email buffer to send your report
4. Actual: The "Load-path shadows:" step fails. The backtrace reveals that it is looking for "simple.el" and can't find it. (only simple.elc exists)
Work-around:
install emacs24-el and try again

I can't reproduce this on Debian testing with Emacs 24.3. path-shadows, so I have no idea why (or how) this could cause
report-emacs-bug ignores any errors in the call to list-load-
you a problem. Not that a missing simple.el should cause an error anyway.
BTW, since emacs24-el is only 14MB in size, I wish distributions would stop splitting Emacs this way.
14MB is a tiny amount of space in this day and age, and the .el files are basically an essential part of Emacs's
documentation, if nothing else.
