Emacs no longer displays buffer file name in title bar

The Emacs title bar displays GNU 23 Emacs or *scratch* regardless of the buffer.
This includes having:
(setq frame-title-format '(buffer-file-name "%f" ("%b")))
in the init.el.
This worked in previous versions and still works on Debian wheezy.
