can't activate ibus in emacs22-gtk

Bug Description

Binary package hint: emacs22

1) Enable ibus for input methods using im-switch -s ibus, make sure ibus-daemon and ibus-ui-gtk are running
2) Set up some hotkey for ibus that doesn't conflict with any Emacs keybindings, Ctrl-` for instance
3) Try to trigger ibus in emacs...

Emacs says "C-` is undefined"

Likewise if you want to use the standard Alt-`, and you global-unset-key M-` and A-` in Emacs, it does the same thing.

The workaround is to keep the ibus language panel on all the time, which is kind of annoying.

I have the same problem with emacs 23 (emacs-snapshot 1:20090909-1) in karmic amd64, except that keeping the language panel on all the time doesn't have any effect. Emacs always just says "<Hangul> is undefined" (I'm using a Korean keyboard.)
