dead keys (grave, accent) not working in emacs

first of all, it's the first time that i report a bug, even i'am not shure if it really is a bug....
i tried this in in hardy and ibex with emacs 21 and 22 on three different systems with german keyboards (2 notebooks, 1 desktop).
with hardy/emacs 22 and a ten years old notebook everything works fine,
but the deadkeys "grave/accent" do not work in emacs correctly with
ibex/emacs 22/new notebook and
hardy/emacs 21 or 22/new desktop with german keyboard:
if i start emacs with the option -nw i'am able to type à,á and also ´ and ` but,
if i start emacs normally i can type á and à, but not ` and ´ which is pretty important especially for auctex (to check and compile and also for the package arabtex)
This sounds similar to http:// emacsbugs. donarmstrong. com/cgi- bin/bugreport. cgi?bug= 793 -- can you confirm whether you believe that report is about the same issue?
To be honest, I have a hard time understanding both that other bug report and this one. Are you able to describe what should happen, and what happens instead? Which keys do you type in what sequence, and what is the result like, and what should it be?
Hardy and Ibex are both somewhat old -- can you reproduce with the current official version, Jaunty, or the alpha version of Karmic?
