emacs text selection problem with multiple frames/windows

Bug Description
Using emacs24 (24.3+1-2ubuntu1) in Ubuntu 14.04.2 LTS.
Also using xfce4 with Focus follows mouse.
Text selection changes when moving focus to another frame.
To reproduce:
- Start emacs. e.g. emacs -Q
- Open a file, or just use the *scratch* buffer. But make sure there is some text in it.
- Create another X-widow (frame in emacs terminology) (i.e. C-x 5 2).
- Make sure both frames are viewing the same buffer. It can be the same or different parts of the buffer.
- In Frame A, place the cursor at some location.
- In Frame B, select some text in a location away from the cursor location of Frame A. You can use the mouse to select or the keyboard.
- Change keyboard focus to Frame A.
- Selected text will change to include everything from the cursor in frame A up to the original selected text. Sometimes the original selection will be included, sometimes not.
The same thing happens if you use 2 windows in one frame and use C-x o to switch windows.
Expected behavior: Selection should remain unchanged.
