Elisa will not launch after install and/or upgrade to 23.04

Bug Description

After following the upgrade prompt for Kubuntu 23.04, I upgraded my Dell laptop to Kubuntu 23.04, but after upgrading, the Elisa music player would no longer open when launched.

I had a similar problem after a fresh install of Kubuntu 23.04 on a different HP Pavilion laptop. After the fresh install, Elisa would not open until I installed VLC. After installing VLC, Elisa would then open, but it consumes 100% of the CPU, and after closing Elisa, I would still see the Elisa process present in the System Monitor, and I have to select the process and selectc quit application from the context menu for it to completely shutdown.

Some additional information regarding the install with VLC where Elisa was consuming 100% of the CPU. Initially, there was no music on the computer. After adding some music files to the Music folder, I started Elisa again, and it ran normally - did not consume 100% of the CPU, and the process ended when closing the application.

Seems that a full install of vlc is not required, as is expected as library dependencies are generally enough. However on some quick testing it would appears that elisa likely requires an addition runtime dependency on the vlc-plugin-qt package.

vlc-plugin-qt is sufficient for Elisa to launch. But playback doesn't work with it alone as decoding seems to rely on some other libraries in the full vlc installation.

Actually, the missing dependency is probably vlc-plugin-base instead.
