This package used to be in Ubuntu, but was removed (and blacklisted) in bug 1481033. A sync has been requested earlier in bug 1529681.

Debian 11, testing and unstable have version 4.0.9-1, that was backported to, and even preinstalled in, Trisquel 10.0 (a derivative of Ubuntu 20.04). The latest upstream release is 4.2.2.
