elasticsearch $START_DAEMON setting in /etc/default/elasticsearch should be eliminated

Bug Description

The correct way to control whether elasticsearch starts on system startup is to do "systemctl disable elasticsearch" or "systemctl enable elasticsearch". The $START_DAEMON variable, which is set in /etc/default/elasticsearch and checked in /etc/init.d/elasticsearch, is completely redundant and should be gotten rid of in favor of the supported mechanism for enabling or disabling services.
