No remote video to call initiator

Bug Description

This is completely symmetric. The caller gets no remote video, the call recipient gets remote and local video, picture-in-picture works. If the call is terminated and the original recipient calls the original caller, now the new caller gets no remote video.

In summary

The person placing the call gets no remote video. The person receiving the call gets full functionality.

Latest version in Ubuntu 16.04 repos. One system is 32 bit, the other is 64 bit.

Another wrinkle: Above description is for the sip protocol. When I tested using h323 protocol, the situation is reversed: caller gets full function, receiver gets local video only. Truly bizarre.
