LC_MESSAGES set to en_AG.UTF-8

Bug Description
I'm not certain how but LC_MESSAGES is set to en_AG.utf8 which wasn't working out too well for me. I manually set it to en_US.UTF-8 and things are working much better now.
An example of the problems I was seeing:

LANGUAGE = (unset),^M
LC_ALL = (unset),^M
LC_MESSAGES = "en_AG.utf8",^M
LANG = "en_US.UTF-8"^M
are supported and installed on your system.^M
perl: warning: Falling back to the standard locale ("C").^M
A similar bug mentioning en_AG.utf8 is bug 528166. However their "solution" was different.

Similar problem with French language : although I'm using fr_FR.UTF-8, LC_MESSAGES is automatically set on fr_BE.UTF-8
