Abortive install of libc6 removes ldconfig

Bug Description

I tried manually installing libc6_2.10.1-0ubuntu15_i386.deb and it failed due to a dependency on libc-bin. Fair enough. Unfortunately the fail took out ldconfig. Without ldconfig dpkg will not run! Fortunately I was able to copy ldconfig off another machine and recover (not shown):
