Bug Description

apt-get dist-upgrade gave errors about Perl, so I tried upgrading from 12.04 to 13.04 and got the errors in this report. It's really hosed. package libc6 2.15-0ubuntu10.4 failed to install/upgrade: ErrorMessage: subprocess new pre-installation script returned error exit status 5

Lots of errors related to Perl, then some Python2.7 exceptions, and dpkg is trying to go back to 12.04, or something like that.
