Merge efivar (38-2) from Debian

Debian has packaged upstream release 38.

Does this need to be merged?

- The only useful Ubuntu delta is the ACPI patch and that is included in Debian in 38-2.
- The LTO patch is unnecessary at this point, I did a PPA testbuild on all arches and it builds just fine for me now. (see 38-2 and 38-2build1 (for risc-v) in ~mkukri/dev))

38-2 does not include the ACPI patch in debian/patches/series. The patch needs to be rebased to be applicable.

Sorry, you are correct, I've closed the sync request as invalid now. Tho the LTO patch should potentially be dropped, but that's not important.

@xypron, ive gotten your patch rebased and included in Debian now, we can have this merge uploaded of course, but when 38-3 hits Debian I believe we can sync.

efivar 38-2ubuntu1 is available in ppa:xypron/efivar-38.

Now this really is superseded by the 38-3 sync which includes the ACPI patch.
