efibootmgr doesn't alter timeout

Bug Description

If I invoke <code>sudo efibootmgr -t 5
 to alter the timeout of the uefi-bios
I got an error-message like this:
efibootmgr: Can't change Timeout, invalid arguments.

Ubuntu 16.04 LTS amd64, secure boot enabled, grub2, efivars 0.23.2 efibootmgr 12.4

I just confirmed with efibootmgr 17 in focal that this works properly.
I tested both the (-t) and (-T) arguments.
