edubuntu-menueditor: depends on obsolete package desktop-profiles

Bug Description

The desktop-profiles package has been removed from Debian unstable as of April 2020, but has not yet been removed from Ubuntu because it has an Ubuntu-specific reverse-dependency, edubuntu-menueditor.

This package has not had a significant upload since 2012, and edubuntu no longer exists as an active Ubuntu flavor.

One of three things needs to happen:

 - edubuntu-menueditor needs to be updated to not depend on desktop-profiles;
 - someone who is responsible for edubuntu-menueditor needs to do an upload of desktop-profiles to Ubuntu, to indicate who the correct maintainer is for the package since it no longer has a Debian maintainer; or
 - edubuntu-menueditor and desktop-profiles will be removed from the devel series.

If no one steps up to do either of the first two, we will default to the third option before Hirsute releases.
