Bug Description
Steps to reproduce:
1. Start eclipse and create a new workspace
2. Create a new Java project.
3. Add log4j as a dependency (I used the m2e plugin to do this, and this bug may be actually in or related to m2e, I'm not sure)
4. Create a new Java class
5. Mention org.apache.
6. Open the Javadoc view in Eclipse
7. Click the button in the Javadoc view that opens the Javadoc in a browser (it uses the internal Eclipse browser by default, but other browsers don't work either).
Results:
Unable to load page
Problem occurred while loading the URL http://
Not allowed to use restricted network port

Oh, I forgot to mention, it may be necessary to right-click on the project and choose Maven -> Download Javadocs, before viewing the Javadoc view.
