Bug Description
Synaptic does not work in Lubuntu 13.10 Saucy with an E17 session.
Synaptic has 2 launchers in /usr/share/

Unfortunately E17 menus displays only the -kde one, which is the wrong one.
I know myself how to temporarily fix the problem but most people will not know, especially that the correct command is synaptic-pkexec.
THIS IS A DEAL BREAKER: Synaptic is a core application--can't install software--that does not work out of the box. The temporary fixes are not obvious. It needs to be fixed.
The problem might be the the menu drafting app in E17 ignores OnlyShowIn=KDE; in the .desktop.

I just tried and can reproduce that behaviour. For some reason, *both* desktop files show up in the Everything launcher (binds to alt-escape when the Everything module is loaded), and only the incorrect one shows up in the menu, which doesn't look right.
That may well be an issue with libefreet, which does the .desktop files handling: the KDE one should probably be ignored
