duplicity failed with UnicodeDecodeError

Bug Description

For a couple of weeks, my weekly backup (deja-dup+duplicity, ubuntu 18.04) fails with:

It looks like this Unicode error repeatedly arises, whatever the version of duplicity. Mine is:
