On a clean install of 16.04 server or desktop with the dsniff package installed running the following command results in no output and no packets generated. Tested on multiple systems and multiple networks. Ran packet capture to verify traffic was not generated. The same command on Ubuntu 17.10 generates output and packets as expected.
