dropbear package does not include scp

Version: 0.52-2
To be able to scp _to_ a host requires scp binary on server side as well. Default dropbear package doesn't include this, thus leaving the server installation crippled for many/most purposes.

The only way to get things working was to apt-get source dropbear and compile the scp myself, and then there was the added hassle of transferring the compiled scp from compile host to the actual target without scp.

Unless there is a very good reason to have dropbear default package crippled like this, I propose the trivial fix of including the scp binary in it. This would conflict with openssh-client, so alternatively I propose a separate package dropbear-scp which would conflict with openssh-client.

There will be conflict, including scp within dropbear, if openssh-server is installed alongside it.
Unless there is a mechanism to allow which scp is used by default, via update-alternatives

update-alternatives --config scp

That's what I think.
