[SRU] tracking bug for plasma 5.24.5 & 5.24.6 bugfix update

Only source packages from 5.24.5 and 5.24.6 that actually contain bugfixes are included in this SRU. All other sources packages will stay at the current archive versions.

In some cases where automated version bumps in source packages cmakelists.txt have result in an necessary dependency bump, this has been lowered back to the available version with a one line patch.

[Impact]

 * Without this update, general users who are not inclined or able to add our backports/update ppa will not receive this bugfix release of the Plasma 5.24 LTS series

 * Providing this bugfix release via the official update pocket in the archive will ensure that the bugfixes here reach and benefit most of our users. This is particularly important for a Kubuntu and Plasma LTS release

[Test Case]

 * General tests:
  - Does plasma desktop start as normal with no apparent regressions over the current archive versions?
  - General workflow - testers should carry out their normal tasks, using the plasma features they normally do, and test common subsystems such as audio, settings changes, compositing, desktop affects, suspend etc.

 * Specific tests:
  - Check the changelogs:
  - Identify items with front/user facing changes capable of specific testing. e.g. "[weather] Fix weather Notices tab not showing."
   - Test the 'fixed' functionality.

[Where problems could occur]

 * As we are looking at fixes to an integrated desktop, the places and types of problems that could occur are numerous. This could vary from some users (say for example on some hardware) finding their desktop no longer starts, right down to minor unintended new UI bugs. This is why when testing it is important to not just verify the named fixes, but carry on a normal workflow and note any issues that might be new.

Note: these updates have been available in our backports and updates ppa for some weeks/months, and no significant issue have been brought to our attention.

Successfully upgraded in a VMWare Guest. Rebooted my VM. Krunner successfully launched kinfocenter, with showed Plasma 5.24.6. Successfully launched Firefox, Dolphin, Discover, and System Settings from the Panel quick launch icons. Successfully launched System Monitor, Kate, and Konsole from the Kicker Applications Launcher. All were briefly tested and appeared to function normally.
