Bug Description
The recommends should be update from:
Recommends: heirloom-
To:
Recommends: mailx
This would hopefully pick the best mailx provider which sould be "bsd-mailx" as it's the only one in main.
mailx: virtual package provided by bsd-mailx, heirloom-mailx, mailutils
This problem affects all Ubuntu versions.

On Bionic, the package heirloom-mailx is not available so apt picks bsd-mailx instead so marking as fix released.
