Upload error for broken upload paths is not clear about what is the problem

Bug Description

I got the following error multiple times now while trying to upload libchipcard into my PPA (~pkern/+archive/ppa). It was a sponsored upload done by someone else but signed with my key but I even fixed up the changes to list me instead, still the same error:

Rejected:
Could not find person ''
Further error processing not possible because of a critical previous error.

A sample .changes is attached.

This is mostly likely to be a problem in your dput.cf, can you check it
please?

We can improve the error though!

Philipp, the upload path is wrong:

"~/ubuntu/libchipcard_4.2.8-1ubuntu1~jaunty0_source.changes"

Please, fix your dput/dupload configuration to point to ~<lp_username>/<ppa_name>/ubuntu/ OR /ubuntu/ if you aim the ubuntu primary archive.

Gah, sorry. I named the snippets "ppa" on my machines and as it happens
Ubuntu delivers a default configuration named ppa which looks like this:

[ppa]
fqdn = ppa.launchpad.net
method = ftp
incoming = ~%(ppa)s/ubuntu
login = anonymous

Now one could argue that it should warn if that %(ppa)s bit remains
unexpanded.
