.upload file not explained

Bug Description

Hello,

As discussed here;
http://lists.debian.org/debian-mentors/2012/01/msg00642.html

For example;
$ dput salt1 freeswitch-debian/build/freeswitch_1.2.7_amd64.changes
Package has already been uploaded to salt1 on salt1
Nothing more to do for freeswitch-debian/build/freeswitch_1.2.7_amd64.changes

To make this work, you have to either force or delete the .upload file from the directory.

There is nothing in the man page that explains this, so I propose a change to the man page.

I'd be happy to contribute, but I'm not even sure if this is the correct place to be reporting the bug, let alone how to request a pull request etc.
