The file /var/lib/dpkg/info/<pkgname>.list is generated by dpkg program. It's not shipped as part of the .deb file. So I don't think this is an e2fsprogs problem. I'm guessing the info file got corrupted some how. Probably the best thing to do is to forcibly reinstall the libblkd-dev package.
