User-friendly diff display during distribution upgrades

Bug Description

Binary package hint: upgrade-system

During a distribution upgrade, the upgrade tool asks if you'd like to overwrite system configuration files that have been changed. It gives you the option of displaying a diff of the file to see what's changed, but the display is a raw diff file with no syntax highlighting or anything.

At the very least, you should display the diff graphically, in the same way tools like meld or kdiff3 display it.
