This does not look like an Ubuntu bug. You have the most recent jammy version of dpkg installed on your system according to your bug report, however the upgrade failure shows an internal error when trying to invoke 'dpkg --valiate-version' from dpkg-maintscript-helper.

What does `which dpkg` return on your system?
