dpkg is unable to install a package for drivers for my Radeon HD 6450

Bug Description
Whenever I attempt to install a .deb package for radeon for ubuntu 18.04, instead of installing, I get an error that it is unable to install due to conflicts, even though I know the package is not even installed.
I get this:
