dpkg is unable to install a package for drivers for my Radeon HD 6450

Bug Description

Whenever I attempt to install a .deb package for radeon for ubuntu 18.04, instead of installing, I get an error that it is unable to install due to conflicts, even though I know the package is not even installed.

I get this:
dpkg: regarding .../xserver-xorg-video-radeon_18.0.1-1_amd64.deb containing xserver-xorg-video-radeon:
 xserver-xorg-video-radeon-hwe-18.04 conflicts with xserver-xorg-video-radeon
  xserver-xorg-video-radeon (version 1:18.0.1-1) is to be installed.

 conflicting packages - not installing xserver-xorg-video-radeon
