dpkg --configure stuck at "Setting up systemd (237-3ubuntu10.13) ..."

Bug Description

dist-upgrade failed, since then I must run sudo dpkg --configure -a but I get stuck at :

sudo dpkg --configure -a
Processing triggers for plymouth-theme-ubuntu-text (0.9.3-1ubuntu7.18.04.1) ...
update-initramfs: deferring update (trigger activated)
Processing triggers for libc-bin (2.27-3ubuntu1) ...
Setting up systemd (237-3ubuntu10.13) ...

I let it run for hours without luck.

Sorry I thought I filed it to systemd, interface problem. It's obviously not a dpkg problem...

This happens if /home is on NFS. Even if it is perfectly healthy.
