dpkg always crashes on installing a package with --force-all

Bug Description

I'm using Ubuntu 16.10 dev with dpkg 1.18.7ubuntu1 and on trying to install upstart with dpkg it crashes. In the attachments is the terminal output of the crash.

I have figured out that this issue happens on every package if --force-all is used. This can make it really tricky to repair a system if it gets damaged.

This seems to be fixed/unreproducible in 1.18.9ubuntu2
