Bug Description
DPDK is a library/SDK to create user-space low-level networking (SDN) applications. It is not yet packaged up but we want to add support for it in Wily onwards.

There's no FFe required for NEW packages, assuming they aren't going to be altering existing setups (ie: not installed by default, no existing packages will suddenly link to the new libraries, etc).

The plan is that openvswitch will make use of this library; so an existing package in main will want to start linking against dpdk.
There is a MIR under bug 1492186 to cover its move to main once we get it uploaded.

That said, the default ovs binary will not make use of dpdk; we're planning to provide a dpdk enabled version via alternatives for this cycle due to the compile time nature of the CPU optimizations required for dpdk.

As this won't make main inclusion this cycle, I'd also like to introduce a openvswitch-
This would avoid the need to MIR dpdk for this cycle, and would be potentially super-ceeded as/when that happens.
