kpathsea: Running mktextfm phvr8t
mktextfm: Running mf-nowin -progname=mf \mode:=ljfour; mag:=1; nonstopmode; input phvr8t
This is METAFONT, Version 2.718281 (TeX Live 2009/Debian)

Please type another input file name
! Emergency stop.

As of version 1.9.1 doxygen-latex does depend on texlive-fonts-recommended.
It has been like that as far back as I can quickly check (version 1.8.8-5 in Debian old-old-stable):

I am sorry I can not help with latex stuff.
