dolphin and clock widgets do not respect system time format

Bug Description

The bug is found in Kubuntu 11.10, standard installation.

1. After installation "Time format" in System Settings->Country/Region&Language->Date&Time is set to "PH:MM:SS AMPM" by default.

Thus the time is expected to be displayed in 12 (01-12) hours format globally. In fact Date&Time panel summary section at the bottom of the panel displays Time in correct 12 hours format as expected.

2. Dolphin View mode is set to Details.
3. Date is requested to be shown in Details view.
4. Dolphin shows time in 24 hours format in Date column thus ignoring Time format set as per p.1 above.
5. All Plasma Clock Widgets show after installation the time in 24 hours format as well.

Ubuntu 11.10 (oneiric) reached end-of-life on May 9, 2013.

I'm setting the status of this bug to 'Incomplete' as it's not seen any activity for some time. If this is still an issue when using a currently maintained release of Ubuntu then please let us know which one(s) otherwise this bug report can be left to expire in approximately 60 days time.
