[SRu] Dolphin 24.08.1 has lost its Information Panel

[ Impact ]

 * This issue is a regression from the oracular 4:24.08.0-3ubuntu1 upload and from the the version released with Noble 24.04.

 * While 4:24.08.0-3ubuntu1 had a build depend of libbaloowidgets-dev, cmake did not accept the 24.08.0 version available in the archive at the time wanting 24.08.1, and so did not build with baloo widgets features enabled. That resulted in the information panel not being available for a user to enable.

 * Here we fix this by rebuilding dolphin against baloo widgets 24.08.1

[ Test Plan ]

 * Update to the rebuilt dolphin packages from proposed.
 * In the dolphin hamburger menu go to the show panels sub menu and check information panel or press F11.
 * Information panel should be displayed.
 * Check that dolphin and panel features behave as expected.

[ Where problems could occur ]

 * While we are restoring a missing function due to a build issue, rebuilding the package has the potential to introduce unexpected changes. Bugs may have been introduced in the 24.08.1 source relating to the use of baloo widgets, or the simple act of rebuilding against possibly changed libraries and toolchain since the current 4:24.08.0-3ubuntu1 upload may have unexpected consequences.

STEPS TO REPRODUCE
1. Hamburger Menu > Show Panels

OBSERVED RESULT

- The Information Panel (which was previously shown in my Dolphin
  instance) is not shown anymore.
- There is no Information entry in the Show Panels submenu.
- There is no Information entry in the Keyboard Shortcuts.

EXPECTED RESULT

- The Information Panel (which was previously shown in my Dolphin
  instance) is still shown.
- There is an Information entry in the Show Panels submenu.
- There is an Information entry in the Keyboard Shortcuts.

This is very similar to https://bugs.kde.org/show_bug.cgi?id=489773 on Neon. It was fixed by a package rebuild so it seems to me this needs a package rebuild by kubuntu.

Accepted dolphin into oracular-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/dolphin/4:24.08.1-0ubuntu1.1 in a few hours, and then in the -proposed repository.

It's great to have the information panel back but the information it shows isnt everything.
MP3 tags dont show the full tag. Pictures dont show the dimensions of the picture in the information panel.

What information is available to be shown will depend on whether or not
you have baloo file indexing enabled ($ balooctl6 status) and it
indexing file content ($ balooctl6 config show contentIndexing).
Additionally, even when the file data is indexed the options to show
particular info types in the info panel need to be enable in its config
(right click panel > configure).

So this is an issue in how you have baloo indexing set up and/or config
options, and is out of scope of this bug.

I checked the proposed repo and I don't see any upgrades in oracular. Should I download deb files manually?
