New or copied/moved files don't appear in Dolphin unless Dolphin is closed and reopened

Bug Description

In the majority of cases a file which is newly created either via a program or a moved/copied file will not appear in Dolphin until a new instance of Dolphin is started. Opening a new tab does not display the new file.
