Docky freezes up when running a snap application; does not allow pinning to dock; does not show as running application

Bug Description
When running a snap application (for example the preinstalled mahjong game), docky does not show the application as running, which means the application can't be pinned to the dock, and with very few exceptions, freezes. Forcing a quit and restarting (or a reboot) gets docky running again, but does not resolve the issue. Running using Ubuntu 19.04 with Unity desktop.
