Need Way to Configure dockerd Proxy Settings

Bug Description

I'm trying to use use the Docker snap behind an http proxy and I need a way to provide the proxy connection information to the Docker daemon.

I found a forum topic ( https://forum.snapcraft.io/t/configure-proxy-to-be-used-by-dockerd/9647/11?u=zicklag ) that mentioned it being possible to patch the systemd service for the Docker snap and I have verified that that works, but it was brought up that a bug/issue should be reported about getting a snap config option for the proxy settings.
