autopkgtest fails on Xenial

See bug 1906364 for details. This bug just serves to hold block-proposed-xenial as this upload is for an autopkgtest fix only and does not need to be installed by users. It serves just to stage the fix in case there is a subsequent update needed.

Hello Robie, or anyone else affected,

Accepted docker.io into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/docker.io/18.09.7-0ubuntu1~16.04.8 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, what testing has been performed on the package and change the tag from verification-needed-xenial to verification-done-xenial. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-xenial. In either case, without details of your testing we will not be able to proceed.

The fix for this bug has been awaiting testing feedback in the -proposed repository for xenial for more than 90 days. Please test this fix and update the bug appropriately with the results. In the event that the fix for this bug is still not verified 15 days from now, the package will be removed from the -proposed repository.

In actuality, the bug describing the autopkgtest failure for docker.io in xenial is bug 1855481. The fix for this in xenial was incorporated into the docker.io 18.09.7-0ubuntu1~16.04.9+esm1 ESM update.
