docker.io in disco can't change config in /etc/default/docker

Bug Description

try to modify DOCKER_OPTS in /etc/default/docker, but it won't affect the real start up option.

I think this is documented as not working when you are using systemd in the file itself:

$ cat /etc/default/docker
$ head -8 /etc/default/docker
# Docker Upstart and SysVinit configuration file

The fix for this is to stop shipping /etc/default/docker (and the init.d initscript and the upstart (!!) config file...)
