Bug Description

Installing docker can't always be started or it can be used for the first time. It won't work if you turn it off and then turn it on.

addgroup: 组 docker 已经存在，且不是系统组。退出。

That error, if google translated it correctly, means:
Addgroup: The group docker already exists and is not a system group. drop out.
