dnssec-triggerd: Infinite loop in update_connection_zones

Bug Description

Somehow dnssec-trigger 0.17+repack-2 is missing this upstream patch:
https://github.com/NLnetLabs/dnssec-trigger/commit/b27e4f606e529c26e38e0a4be2452715face6d9b

I'm at a loss to explain how or why because the changelog fix is there, but not the actual code fix.

I observed on my system dnssec-triggerd in an infinite loop with a stacktrace like so:
