Thanks for filing this but in Ubuntu, and sorry for the late reply.

If you are still experiencing this problem, could you please try the following commands:

sudo apt update
sudo apt install --reinstall dnsmasq-base

If that complains it cannot find the right dnsmasq-base package to reinstall, then just run:
sudo apt install dnsmasq-base
