Observations:

This is not dependent on multiple instances of dnsmasq running - I've disabled the libvirt and lxc-net instances, and the network-manager dnsmasq still spins at 100% CPU and fails to resolve DNS queries.

Attached is the strace output from boot of the dnsmasq instance spawned by network-manager
