hardy screen and graphics dialog broken

Bug Description

On Ubuntu Hardy alpha 4:

The administration dialog "Screen and Graphics Preferences" is broken. All the values of the fields are unset, and it tends to crash if attempting to change some settings. The "Graphics Card" tab has no controls/fields at all.

HW: ThinkPad R61i
00:02.0 VGA compatible controller: Intel Corporation Mobile GM965/GL960 Integrated Graphics Controller (rev 0c)

X.org settings are the default, it is unaffected by the status of compiz.

I am unable to reproduce this on the same video card (different revision though) on an up-to-date Hardy.
00:02.0 VGA compatible controller [0300]: Intel Corporation Mobile GM965/GL960 Integrated Graphics Controller [8086:2a02] (rev 03) (prog-if 00 [VGA controller])

I have a fresh install, my default xorg.conf looks like attached.

Running in terminal reveals, that displayconfig is not compatible with a ServerLayout-less xorg.conf

$ gksu displayconfig-gtk
*** Error: couldn't find any ServerLayout sections

Any suggestions? Should Ubuntu ship with a different default xorg.conf or is displayconfig handling the situation improperly?

I can confirm this now when commenting out the ServerLayout section of my xorg.conf

I have the same problem with a T30 that has an ATI 7500 Mobility M6. Same screenshot as first comment.
