User hooks looked for in old ~/.disper/config directory

Bug Description

The file src/plugins/__init__.py (line #77) searches for user hooks in the non-standard, presumably old location ~/.disper/hooks. As a result of this, the scripts in the normal XDG location advertised by the man page, viz. ~/.config/disper/hooks, are all ignored, unless the latter directory is linked to the former.

Found on 14.04 Trusty, in disper v0.3.1-1.
