discovery says there is updates but command line says no

Bug Description

Discover has been giving problems for quite a while now.
This time Discover says I need 4 updates but they will not download and discover acts erratically.
I did a command line update and the command line says there are 0 zero updates available.
Please see the screenshots that I will attach.

This bug is very old, if this is still an issue please update bug with info on a supported release.
