It's existed since the alpha & beta phases, as per this discussion on ubuntu forums, though I have yet to see a fix for it: http://ubuntuforums.org/showthread.php?t=1900351

@PeterW: that's a different bug, bug #789706. The symptom here is different (see VarLogDistupgradeApttermlog.gz).
