SIM1 is selected by default after setting outgoing calls as "Ask me each time"

Bug Description

Information:

Precondition:
1. Insert Dual SIM card and unlock both

Steps:
1. Go system-settings > Set outgoing calls to use "Ask me each time"
2. Launch dialer app
3. When pop up "Switch to defaule SIM", select "Later"
4. check the dialer page, SIM1 is selected by default.
5. input a phone number and press "calling" icon
6. pop up "change all call associations to SIM 1?" select "No", and check "Don't ask me again" checkbox

Actual result:
1. After step 3, the SIM 1 is select by default, which shouldn't.
2. After step 6, pop up "No SIM card selected" notification.
3. If once switch to SIM2 first and switch back to SIM1, the outgoing call can be made, but the hint "Switch to defaule SIM" doesn't show up
